Steps to reproduce bug: 

-Create the following csv file (containing at least 1 user without a password):

login;lastname;firstname;email
james;james;james_test;test@ametys.org

-Import the file to a population containing an SQL user directory which has "password policy" enabled

Bug: 

A fake temporary hash value is stored in place of the password and this hash doesn't meet the password policy requirements which causes the import to fail
