The workflow action that handle content creation should check rights.

      The right associated to the content type of the content must be checked each type an user request the creation of the content.
      This could be done as a prefunction for each initial-actions in the workflow.xml file, or it could be done in the body of the CreateContentFunction. But I guess the first solution is better.
