How to reproduce :

• attach a file to a program, named with an accent. For example Mémo.pdf
• do not set explicite title for this file
• publish to a server

Result : on the server the filename is M%C3%A9mo.pdf

Expected : Mémo.pdf

PS: CDM export doesn't contain explicite filename and the filename is construct during import.
