[selection_changed message] Identify the tool sending the message

      Add a parameter in the message with the identifier of the tool sending the message.

      With this parameter, the selection tools could avoid to refresh themselves when they send the current selection.

      Ex: The CommentsAndReportsTool override the _isRefreshNeeded method and do not refresh if the contents of the new selection are allready in the tool. This would be unnecessary with this new parameter
