Add management of unknown and inactive users

      Following RUNTIME-4032, we now are able to detect user that once connected to Ametys.

      We now need to add a process to detect entriest of once connected user that doesn't exist anymore in the user directory and mark such entries as missing.

      Provide the ability to mark such entries as archived to allow triggering of removal/anonymisation of data related to the former user.
