[Documents] Weird hover managment on action buttons

      How to reproduce:

      • Select a file
        • The background of all action buttons is grey (#f4f4f4)
      • Click on 'Edit' button and cancel
        • The background of the 'Edit' button is blank
        • On hover, the background color changed to a similar but not exactly the same grey (#f2f3f4)

      I don't know what color is wrong or not but the globa behavior is weird
