Use case:

With the Extraction plugin, to modify the description of an extraction, the ContentTool is opened in modification mode. When the user closes the tool, the behavior is different if the Web plugin is present or not:

With the Web plugin, the tool is closed

Without the Web plugin, the tool remains opened and goes aver to the view mode

In this use case, we'd prefer the tool to be closed, no matter the Web plugin is present or not
