Currently the list of recipients email is computed from a list of users, but the class only allow to override a getUsers method.

A getRecipients method should exist to work directly on a list of emails.

Indeed currently it is not possible to use and override the SendMailFunction when recipients are not Ametys users.

This is the same for sender which needs to be a Ametys user.
