Use the new ConfigurableFormPanel for forms created in following JS files:

• CreateContent
• ContentPropertiesCard

Both are using the _contentType/metadataset.json pipeline. And they are the only ones to call this pipeline that could be removed.

The action is also used by FOContentCreationHelper. See if it's possible to use the new API in this class too, in order to remove the action and its warnings
