Not possible to insert link to short phone number in a content

      In a content, using rich-text editor
      When trying to insert a link to a phone number, not possible to insert a link to short number as 18 or 38126.
      The regular expression associated to phone number is not adapted

          Actual limit is for 4 numbers

          the main interest of the phone insertion is to create "tel:" links. Not sure people will connect to their intranet to call 112
