Add possibility to choose a default users population for a site from admin

      In some cases, the dropdown provided to choose the population to connect the Front Office is useless because there is only one population dedicated to connect to the Front Office but not to the Back Office.

      So as to avoid to have this dropdown, it should be usefull to be able to choose, from admin interface, a default users population for a site.

          this can be extended to backoffice ; since the user could always use the "change population" link

          sometime the final customer only have one population, and another population is needed for a few users (admin, external)
