[CMS-10667] ConsistencyCheck button should do less requests

A client cache was added (duration 60 seconds) to avoid reasking server for the longrequest that check links.
When a content is modified or removed, it is removed from the cache.

When data is taken from clientside cache, a "Last update time" was added at the bottom of the tooltip.
At the same time I remove the "description" of content when it is == to its "title" (100% of the known cases)
