New tags are not available in the tagger pop-up

      How to reproduce

      • connect to cms
      • open tag module
      • add a new category at root level
      • add a tag under the new category
      • open a page
      • open tagger pop-up
      • look for the new tag

      Actual behavior

      • the new tag is not available even after a reload

      Expected behavior

      • tag should be available
