Since CMS-10689 it is possible to define a default workflow in content type definition.

<cms:default-workflow>program</cms:default-workflow>

But when creating a content using the page creation wizard, the workflow "content" is force if empty in configuration (see Ametys.plugins.web.page.AddPageWizard#open). So the workflow defined in content type is ignored.
