For now, public signup is allowed by a site parameter.
If allowed, it is possible to insert the signup service to allow creation of external account.

The boolean site parameter "public-signup" should be transformed in combo list with 3 choices:

• no signup allowed
• signup allowed on invitation only
• public signup allowed

If signup is allowed on invitation only, a user can access to signup form only if he was previously invited, with a token.
