How to reproduce:

• Create a search service
  • Add a search context on all sites
  • Search for contents of any type
• Add a crterion on Common > Site, letting user to provide the value
• A dropdown appears => OK
  • But it is empty => KO

I think this bug is present for all criteria that are not contents criteria.

Check also the search tool, but I don't think that the code is the same
