Major Assignement on reference table are hierarchical. And the assignment from parent should be visible when assigning on a child (as it is the case in many other context such as the content type).
But with reference table assignment from the root are not visible in any child as you can see with in the following screenshots there is no assignement the read right on any connected user for the "Terme" reference table.
(Assignement from a parent type are visible though).
