Currently, the reference tables cannot have a parent that is not private. This has not apparent reason to be the case and is restrictive.

For example, this error appears when trying to create auto-referencing hierarchical reference tables : 

The 'parent-ref' tag for content type '<tableRef>' references the attribute '<att>' with content-type '<tableRef>' but it is not private. It will be ignored.
