How to reproduce :

Select the type of signup for your site with 'On invitation only' in site configuration
Add signup service on this site

Results:

You have got this message on CMS : "Public signup is not allowed on this site. You cannot access the account creation form."

BUT the functionnality works from site

The message is the good one, I have mixed the warning messages and the form display. But We could add a specific message on CMS in order to explain why we have got this message
