When a validator is set on workflow, if action is disabled, there is no explanation for the user, it is missing to understand.
UseCase on ODF :
On a ELP, a note is set on a skill that no longer exist.
When trying to validate this ELP, Validate button is disabled but there is not explanation. A tooltip can be added to explain it.
