Add a right to react to a content

      It should be possible to remove the right to comment to a single user to prevent abuse. By adding a right to comment, we would add the possibility to refuse that right.

      An solution should be found to be able to grant the right to anonymous user in case where anonymous comment is allowed. Maybe an access controller ?
