RequestTracker can only be opened once

      The second time it is opened, the layout is not good (the left part of the tool is not visible)
      This problem is due to ExtJS 3.1.0 migration that has implied a whole layout refactor... but it seems there are still problems

          Changing in the whole layout stuff : ensure now the order of several method call (doLayout) is always the same

          Note as a workaround that it was working if the bottom zone was already opened. For example, if the bus message tool is opened, you can close open the request tracker as you want
