[CMS-1677] Do not display a part of the ribbon if there is any rights

It is because the tab contains another button 'Edit the source', disabled when you are not in edition

In the administrator area, I remove all rights (Bus messages, Server requests) in the category "Developer".
I save.
Then on the cms, the tab "Developer" is always displayed.
