I would opt for the first option, with 2 more choices I propose:

• Top alignement and empty bottom (see upper snapshopt)
• Title then the 2 buttons (see lower snapshot "Paragraphe" group of items)

There are two options, when there are two buttons as here (history and view comments)
a top alignment where "history" will be aligned with "properties" and "view comments" with "dublin core"
or a middle alignment where "history" and "view comments" are vertically dispatched as here

on this second mode, there is maybe a problement currently, that would need to be checked (view commands, appears to be a little too low - 1 or 2 px)

Can you precise your thought
