How to reproduce

• connect to cms
• open tag module
• create a private tag
• use a user that can use private tags
• tag a content with this private tag
• connect to cms with a user that can not user private tag
• open the same page and click on the same content
• open tag tool and unfold the tree, ask to display the selected tags

Actual behavior

• the tag is not displayed
• the user does not know which tags are assigned

Expected behavior

• the private tags are visible but disabled because there is no "security" issue on the title of the tag
• may be there is a way to display them differently... color, icon...?
• or define a right to see private tags and another one to use private tag
