[CMS-3443] Refusal mail is misaddressed - JIRA Ametys

When refusing a proposal, the person who receive the mail is the refuse actor in stead of the proposal actor.

This is because it is a post function, that takes the first history step (the refusal) but should takes the second step (the proposal)
