I cannot insert a table of contents in the first line if the first content is a title.

      On the first line, there is a title.
      I insert a line above this title to insert the table of contents.
      The button is disable.
      I have to insert an other line above the title and delete the first one to activate the button.

          A table of contents can not be inserted in a "Title 1". If you look at your screenshot, your cursor is on a "Title 1".
          You need to change to "paragraph" to enable table of contents
