[CMS-3682] When I insert last publications, Ametys must propose the adapted level of titles, so this alert doesn't appears next.

I do not think that this is possible.

If you have no title, the dialog box would propse Title1 (that's the case currently)
If you have a title1, the dialog will propose Title or Title 2 (that's the case currently)
An so on...

Unless your ticket is to forbid Title2 and Title3 in the first case and Title3 in the second case.... proposing title 1 is always a good option
And I think forbiding to insert title2 would be very intrusive...
Maybe you want an alert before inserting ? (e.g. Beware you are inserting at title3 but there is no title2?)
