[CMS-3785] Unable to create a form in a site using the demo blog typology

The problem is that the blog typology ribbon have the 'insert form' button, but do not provide the form ribbon.
The graphical issue is due to the undefined layout. The layout is undefined, because no layout is loaded because the ribbon is not loaded.

The is only a parametrize issue of the template.
