The "paste" button is always disabled

How to reproduce :

add an attachment on a page
in the attachments panel, select it
clic on "cut" button
-> the "paste" button stay disabled

- - Sort By Name
  - Sort By Date
  - Ascending
  - Descending
  - Thumbnails
  - List
  - Download All
