        Create a plugin into CMS, Web, ODF and ODF-web, maybe content-io and ODF-sync too to define the default workflow steps.
        Add dependencies to be able to override or deactivate only one step or the whole workflow steps.
        In a longer term, integrate the workflow XML file to the plugins.
