[CMS-4838] RSS should be deleted from the cache (pages) when a news is published

The site cache is emptied when a content is tagged, same as when it's validated.

Actually the problem occurs when some one add a tag on a news and where the RSS is built from tags

This was already corrected in CMS-1949: static filters RSS have another URL, starting with "_plugins" instead of "plugins", which cache is cleared when a content is published.
