Currenlty, to declare a tool, it is mandatory to at least provide an empty <default-location/> tag inside the tool factory class configuration, if not an error is raised by the CMS when trying to open the tool.
It should be allowed to not provide this tag in the tool factory configuration in case of an empty value.
