How to reproduce

• Open the content properties tool (in the left column)
• Edit a content
• Select the open content properties tool
• Click on "save content"

-> The save fails with the error "Invalid workflow action ID -"

I think it would be better if the "save" and "quit without saving" buttons were enabled only when the content tool has the focus.
