The export to pdf does not handle the links of type href="" or href="#"

      If there is a link of this type, the xsl-fo transformation will convert those elements into fo:basic-link external-destination="", which causes the following error: 

      org.apache.fop.fo.ValidationException : Error(Unknown location): fo:basic-link, Missing attribute: Either external-destination or internal-destination must be specified.
