When user don't have rights to :

      • manage content's attachments
      • see content's attachments list

In the edition tab (of the ribbon) he can still insert file using AttachmentsLink. Can we hide this ?

Problem : user can't modify/delete files inserted by this way.

Yes you're right. The fix done in 3.7_LTE will be backported in 3.6.
Raphael thought you were talking about link insertion to an attachment.

Thank you Raphaël, this will perfect for us in v6 , but i think this feature will be never implemented because the new right "insert attachment" will become useless in the v7lte .
Laurence A. found an elegant solution : https://issues.ametys.org/browse/CMS-5990 (you can use but not insert)

This is not a bug but a feature.
Even if you can not manager the "resources explorer", you can use it : it is the same logic here.
You can insert link to existing "content attachments" (even if you can not add one).

So the missing feature, is that the "insert attachment" should have its own right.
