Encoding problems when setting site properties

      How to reproduce

      • Open the "site configuration" screen (or create a site)
      • Give it a title and description with some accented characters, and save.

      In the site list, the title and description's encoding is invalid (like "Fac de géographie"). It seems to be a storage problem: the properties in the repository show the encoding issue.
