How to reproduce

• Open a content which doesn't have any attachment
• Open the content attachment tool
• Select the attachment root, the "new folder" and "new file" buttons are enabled
• Focus the content tool, and re-focus the attachment tool

The attachment root is selected (and can't be unselected-selected), but the buttons are disabled.
