• Tags are in CMS since 3.9
• TargetType should be a extension point : type CONTENT comes from CMS, type PAGE comes from Web
• Tag providers needs to have additional contextual parameters to get their tags
• Add a JCRTagProvider in Web which takes into account the site name in contextual parameters for getting tags.
