I18nTransformer.needsReload does not work as expected.

      After importing a new skin from the admin panel, and calling

      I18nTransformer.needsReload();

      the new i18n from the skin is not loaded.

      Expected behavior : the i18n strings from the new skin should be translated, after needsReload was called.
