[CMS-6520] The tabs are not well ordered. The tabs which have some mandatory fields should appear on the top.

The site configuration is now displayed in linear mode.
The categories are sorted by alphabetical order.
Only the main category "General information" appears always at first.

Now the order is alphabetical, but the tabs that have a mandatory field should not appear at the top of the page ? Or at least they should appear opened whereas others less necessary should be closed.
