The FileCriteriasRecoverer implementation of CriteriasRecoverer can't be used from outside the ODF plugin, as it uses "cocoon:/xxx" pipelines.
It should be made PluginAware and the above sitemap urls corrected to "cocoon://_plugins/<pluginName>/xxx".
