Resources explorer : add read and write rights to the folders

      Currently, the resources explorer is managed only with the "access" right.
      Rights should be refined, giving the possibility to assign read and/or write right on a directory subtree basis.

          And here's a patch to add the resources explorer rights assignment tab to all the "assign rights" screens (the one in the web plugin, in the odf plugin, ...)

          Added two global rights ("read all" and "write all") that are to be assigned on the application context.
          Added two "local" rights ("read resource" and "write resource") that are to be assigned on a directory, on the new tab of the "assign rights" view.

          Here's a patch to be reviewed before commiting.
