The patch seems not necessary. There is already a lower-case instruction.
I test, and I can not reproduce this issue on resource explorer (you can test on demo http://demo.ametys.org/cms/www/index.html)

I think this issue and this patch is invalid.

We compare the resource names in lower case with the regexp without setting it to lower case.
