UI items declared in the page information toolbar never appears

      When declaring an item in the WEB-INF/param/workspace-contributor-toolbar.xml so that it appears in a page whether it has a content or not, nothing happens.
      This is because the items that are saxed by the PageConfigurationGenerator class are not handled by the page.xsl stylesheet.
