Avoid unnecessary refresh for hidden tools

      if a tool is hidden, there is no need to refresh it (even if it is in auto refresh)

      sample, if history is auto refresh but not visilibe (because details tool is visible) : do not refresh

          When tools are not the active ones of their panel, they do not auto-refresh anymore.

          When you activate a tool that should have refresh, it will because the "tool activated" message will retry the auto refresh and will succeed
