How to reproduce :

• Create a new page > the assistant is opened
• enter a title then go to the next step
• open the "Forward to an external webpage" tab then go to previous step
• come back to the next level > the "Forward to an external webpage" tab is already opened and the button to finish the creation of the page is not disabled
  > I can valid the creation of the page with an invalid url
