Rights on general tools should be checked on "/cms" context only

      The following tools are protected by rights but the right is checked on all contexts.
      So the tools are available as soon as user has the required right on any context.
      The right should be checked for "/cms" only

      • User Directory
      • Glossary (he can create definitions)
      • Link directory (he can manage thems, create links).
      • forms (he can export data, delete all...)
      • Newsletter, he can also create categories
      • Data source
      • Survey
      • "Integrateur" functionalities
