Log tool ribbon : broken link

      There is a ribbon at the top of the log tool displaying "Seuls les journaux appartenant aux catégories suivantes sont affichés : " followed by a link to configure the log level.

      But this link is broken on CMS side :

      Error: The factory 'uitool-admin-logslevel' is not registered
      at constructor.openTool (http://localhost:8080/plugins/core-ui/resources/js/Ametys/tool/ToolsManager.js:256:12)
      at HTMLAnchorElement.onclick (http://localhost:8080/index.html:1:26)

          before creating the link, we should check if the factory is loaded or not.
          in the admin, it is, in the cms it is not
