[CMS-8761] Blank tool while displaying two search tools

Steps to reproduce :

Reset your workspace
Open two search tools (for example, the content search tool and the archive search tool)
Move one of the search tool on the top zone of the CMS

The moved tool is blank.

No JS errors, no errors in logs.

- - Sort By Name
  - Sort By Date
  - Ascending
  - Descending
  - Thumbnails
  - List
  - Download All

Decline the PR because the tool remains unusable since the ratio height of the form / height of the grid is no longer computed and the tool appear with no scrollbar and search button unreachable.

Note that the tool is blank and there is a ext-all-debug.js:10025 [E] Layout run failed only when the tool is moved to a empty zone.
